PROBLEM: Why should the graphs of $f(x,y)=x^2+y^2$ and $g(x,y)=-x^2-y^2+xy^3$ be called 'tangent' at $(0,0)$?

PROBLEM: Why should the graphs of $f(x,y)=x^2+y^2$ and $g(x,y)=-x^2-y^2+xy^3$ be called 'tangent' at $(0,0)$?
