PROBLEM: Why should the graphs of f(x,y)=x^2+y^2 and g(x,y)=-x^2-y^2+xy^3 be called 'tangent' at (0,0)?

PROBLEM: Why should the graphs of f(x,y)=x^2+y^2 and g(x,y)=-x^2-y^2+xy^3 be called 'tangent' at (0,0)?
